First of all, sorry about your dog. DON'T give him human medicine, that will make him worse. He sounds like he has flea's and a contributing factor of those bumps could be flea bites but it sounds more like he has had a allergic reaction to the Benedryl or the flea treatment but I think it is the Benedryl. You have to take him to the vet ASAP.

Well, u got to go and meet ur NPC instructor whom u can easily find in either Desert Scream, Bloody Ice or Green Despair. When u meet him, click at him and select Magic Skills. In Magic Skills section, scroll down the bar a bit and u'll see the word Regeneration. Click on that skill and select 'learn selected skill'. Then u got to press K to show ur current magic skills and put the Regeneration thing into ur action slots (the one requires pressing 1, 2, 3… to activate). So, whenever u need to regenerate ur HP and MP during hunting outside, just press the number on ur keyboard.
But, learning that skill will cost u 800 Alz only. Dun worry, just hunt some monsters and u'll earn some Alz (money).
